Lights on my car's dash don't work, help!?

I have a 1997 Nissan Altima, 4 cyl, 2.4L with 246,400 miles. The "dummy lights" are not working on the car's dash and the brake lights stay on, even when the car isn't running and the key is off. Any ideas to what the problem might be? Thanks!
